Tony’s Monologue: We have a situation here. Everyone is still in place. Everything is still going. They said the market price is stabilizing. Iraq gave a real good explanation about this. Three letter agencies are still saying they are ready to go. Banks are still saying they have a rate on the screen, but no one can sell. Even as of yesterday. Some are being told the rate and they can buy it but when they go in, it can’t happen. This has caused a lot of confusion. The rate is 3.22. We have gone back months, but oil has come down to 80 dollars. Tony is hearing that everything else needs to be done, once it didn’t go through, has to be redone and get the approval of the UN, UST, & IMF again. This is like a real estate transaction contract, things have to be completed within a specified time frame, and if something is modified then everyone has to sign again. Something as simple as, we agreed to close on Monday, can’t do that, and redo it to Friday, everyone has to sign again. After we missed the 15th, they have to go back and redo it again. Here is the good part, it was done all over again and signed off on it yesterday. Everyone is in agreement. We are still in a good place for this to happen. Why doesn’t it happen though? Iraq put out a news statement yesterday and today about the exchange rate and why it keeps fluctuating. They say it is going to do that until the monetary reform is put in place. This is good, we wanted to hear that. Then they go through and tell everyone what the monetary reform is and what it takes to get it done. If you want to look at the article, it is Axis twelve articles one through 7 if you want to see it. They also say this won’t take a long time. They explain getting on the new system, shutting down some banks, consolidating some banks, changing the way the CBI runs, and these are things we have been hearing for years. They are also letting the Iraqi citizens know that there are people that are still trying to stop this from happening. These are the speculators and government officials that are doing this. The US sent them a clear message. The UST and Fed Res notified Iraq and the CBI that they will not continue to wait. Basically, they have taken enough time, and they need to complete it because they don’t want to wait on Iraq. Iraq’s problem is that they have people within the CBI that keep trying to stop it. The threat was from the Fed Res, and it is to get it done or they will take control. There were six bombs shot from the militias into a base. Every time it looks like it will go, they do something. It didn’t destroy anything but did get inside the base. It gave them a reason to pause and stop it. But now the UST is saying that they are running out of time. What Tony likes about this is they are putting this out to the citizens, so no one is surprised or wondering what is going on. It is explaining the whole process to them and explaining to them who is stopping them from getting it. With everything coming together, they see that too many dollars are still going through the CBI and going out the back door. They understand the problem and are trying to resolve it. They have given them more time. Again, we have a weekend. Again, they are saying it is imminent. They are saying it is done except for the CBI being in full compliance. They are being told that they are running out of time. The US Fed Res has adopted a new strategy that is more strenuous with three things, continuation of the punishment of sanctioned banks, close the banks that violate the controls for smuggling, and preventing the Iraq government from interfering with CBI. It has been stated that the Fed Res can’t wait forever, they will restrict the dollar, devalue the dinar, the economy would go down, and everyone would lose. They could very well cut off all those other banks, change the rate, and then lose. Tony thinks this is about to happen. It sounds bad but it is telling the people this is what we have to do, that it is done, and it is about to happen. 

Q & A:

-       Is there a tax? No one really knows. At the last bank training they were told that we will have to sign a document saying we will have to pay capital gains in 2025. 

-       Is there a timeframe for them to get this done? No, they don’t know, or they would have a deadline. There are no windows anymore and just keep saying it is imminent. Because someone was trying to hack the system and what was going on within the CBI, they decided to divide it up. They are putting certain pieces of the system back in at certain times so that it can be tracked and controlled. 

-       What can we expect to get if we have more VND than the 50M cap at the top rate? Get the max on the 50 M and if the rate is 12, then ask at the next level 11.50. As per Tony this is what was recommended to him by a banker. There is nothing they can do about it. 

-        Bolivar rate of .37. Hopefully, it is on the soberano and not the digitalis.

Wrap Up: No one is upset. Everyone is saying that it is done. The rates are still on the screen. It could happen at any minute. Tony doesn’t know what minute that is. Tony kept hearing between 12 and 4, and that they will keep trying every night. It is imminent. It is approved. Iraq put out an article to their citizens. Everything has been completed except replacing people within the CBI. They announced today that they are still restructuring two major banks in Iraq and still consolidating. The US is saying they are going to shut down more banks. We will see. No bad news because everything is all good.
